The Andhra Pradesh Public Service Commission: An Overview

The Andhra Pradesh Public Service Commission came into existence with the formation of the State of Andhra Pradesh on November 1, 1956 merging Andhra Public Service Commission functioning in the Andhra State.

Constitutional Provisions

The Andhra Pradesh Public Service Commission was established under Article 315 (1) of the Constitution of India which states that “Subject to the provision of this Article, there shall be Public Service Commission for the Union and a Public Service Commission for each State”. The terms and conditions of service of the Chairman and the Members of the Commission are governed by the A.P. Public Service Commission Regulations formed in 1963.

The major role played by the Commission is to select persons to manage the various State Civil Services and Posts.

Recruitments are classified as:

Direct Recruitment:

A candidate including a person in the Government Service, State or Central is said to be recruited direct in case his first appointment thereto is made otherwise than promotion or transfer.

Recruitment by Transfer:

When an appointment is made in a prescribed manner from one service to another service it is termed as recruitment by transfer.

Recruitment by promotion:

Appointment of a member of service from any category or grade or a service or a class of services to a higher category or grade of such service or such category of services is termed as recruitment by promotion.

The process of direct recruitment comprises brief advertisement, examination which compromises of written or interview or both and medical examination. The recruitment by transfer is made by selection on the basis of record from among those who are already in the service and recruitment by promotion is processed in the manner in which recruitment by transfer is done.

Details as to when and to what extent direct recruitment or recruitment by transfer or promotion, as the case may be is to be done and would be provided for by the relevant special or adhoc rules governing the posts.

Broadly, the functions of the Commission can be divided into two:

Statutory functions :

  • Selection of candidates is made through direct recruitment.

Obligatory functions:

  • Tendering advice in service matters whenever sought for by the Government.
  • Conduct of Departmental tests, half yearly Examinations for the All India Services, R.I.M.C.” examination, etc.

The direct recruitment is to be made against substantive vacancies, provided that for special reasons and direct recruitment may also be made against temporary posts likely to continue beyond six months.

The Commission conducts written test followed by an interview grouping certain services under direct recruitment.

Review on Samsung S5233A, Star series mobile from Samsung

I have got New Samsung S5233 AA, mobile on my birthday as a gift. So thought of sharing with you people. Here is my review about this samsung star mobile. img0085a

Look and Feel:

Samsung Star mobile with its stylish eye catching look is an outstanding phone and definitely the best product among the similar priced phones. It can be stated as the samsung’s best invention to supress the domination of LG’s Cookie at the 10k(INR) price level.  LG reduced the preices of its phone to stay ahead in the competition. But look wise i feel Samsung outplayed it.

Dimensions: 104mm height, 53mm width, 11.9mm depth

Display and resolution:

Display Screen is a 7.62cm WQVGA resoluted full-touch screen. With Samsung’s TOUCHWIZ UI interface the digital touch experience is enlarged and the widget inerface is awesome and the best of its kind. Samsung has Omnia HD already with this touch screen and touchwiz Ui but s5233 is the only one in the midrange segment.

Storage capacity:

The storage capacity is 50MB internal where as the extendable memory is upto 8GB. The data access speed is quiet reasonable. With 8GB of its expandable slot, this phone becomes an all purpose  entertainment gadget.

Music Player and codec support:

Samsung uses the same Music player that is used in its other models. It widely supports all music formats including MP3, AAC, AAC+, WAV, WMA, e-AAC.

Camera :

s5233 gives the best shots at good lighting conditions  with its 3.2 MP pixel range and is below par in low lighting conditions . Overall Camera quality is OK.

GPRS and Internet:

Yes, It provides a Web2.0 GPRS and have good inbuilt features for techies like google earth, mail and chat functions etc. For a normal Internet surfer it comes with allmost all basic features.

Extra features:

The QWERTY keyboard is all set into action in this slimmy sleaky phone. I personally liked the feel of this qwerty keyboard while typing or sending mails and the best feature in this is the

Java Support and OS:

It has java support and the Operating System is proprietary. Smasung store has lot of applications to choose from.

Battery life:

Simply superb. It took 2 full days with 4hrs of talktime andwith few hrs of listening music, constant messages, Fm test etc before that white indicator started pumping in.

Cons: NON-3G and no wifi. But One cannot expect these for 9,350/- INR right??

Overall Experience: Reasonably good phone and recommended as the best choice for any person looking at the mid range Phones. Its better than LGs Cookie and far better than those normal phones from other vendors.

Low Priced Toshiba Laptop: Toshiba Satellite L355 Notebook

Toshiba Satellite L355 (S7915) is a 17-inch notebook that can be had for a dirt-cheap $348 for people who just want to check their e-mail, surf the Web, watch movies and do some word processing. The performance is good for a sub-$400 system and gives you better specs and performance punch for your dollar which is sufficient enough in a budget notebook.

Design

A few design letdowns aside including, an absent webcam, Toshiba combines a matte, fingerprint resistant lid and keyboard deck with a matte black keyboard. In addition to the color scheme, it has added slick finishes, Harman Kardon speakers and USB ports that charge gadgets even while a notebook is asleep. The space above the keyboard is devoid of any launch keys or multimedia controls and there’s a thin, unused panel that houses search buttons on more expensive configurations of this system. It measures 15.6 x 11.4 x 1.6 inches and weighs 7 pounds.

Keyboard and Touchpad

The L355 has a full number pad along the right hand side of the keyboard and the keyboard’s panel is sturdy, even if it is a bit noisy. On the Ten Thumbs Typing Tutor test you are able to type at 86 words per minute. The 1.8 x 3.0-inch touchpad is pretty large and has low friction, making it easy to drag the cursor across the screen.

Display and Sound

The bright, 17-inch widescreen display has a glossy finish that makes the colors pop, but the viewing angles are abstracted. When you watch a DVD, the picture looks crisp and vibrant head on, but as soon as the lid dips forward the screen appeared washed out and while watching from the side the contrast is too low. The 1440 x 900 resolution is low compared to other desktop replacements, but once buffered; an HD program on Hulu ran smoothly and showed lots of detail.

The speakers, located on either side of the strip above the keyboard, produce loud sound when you stream songs on Slacker, but a noisy air conditioner can easily drown out movie dialogs. When you play quality tracks they sound little tinny. The L355 has a volume wheel on the front edge, unlike individual buttons on older notebooks.

Fujifilm’s new digital camera, FinePix SI500 is perfect for advanced amateur photographers as it offers great range and flexibility, however you need to ignore its bulky, conventional looks. For low light conditions, of the camera help you get a picture with increased clarity and sharpness. Not only this, the camera can fire about 7.5   frames per second up to 15 frames (at 2MP) or 3.3 frames per second up to 6 frames (at 5MP). In addition to the long zoom range, the FinePix SI500 also features a combined CCD-shift and image stabilisation to avoid effects of camera shake at longer shutter speeds.

With these novel characteristics the camera is bound to be a hit with users. However, the pricing could have been a little bit more reasonable – in keeping with cameras in the same genre.

Push Button Notifications: Classic Review

I have tremendous excitement about the new real time era of web applications including, push button notifications. While I’m fundamentally an optimistic person, I have great skepticism when it comes to mindless hype about new technologies, so it’s with a bit of reluctance that I indulge in some hype myself.

The architecture of Pushbutton message delivery is also simple to understand as it relies on the web’s fundamental HTTP protocol for communication between these component parts. It uses a hub server in the cloud to pass along the message directly to all the receivers who are interested in it.

  1. You create a message to be delivered via RSS or Atom
  2. The message is given to one or more PubSubHubBub or RSSCloud hubs, which reside in the Cloud
  3. The PubSubHubBub or RSSCloud hubs deliver the message to any Receivers, the applications or sites that have requested updates from you

Pushbutton Message Delivery

  • Sending messages just requires a minor change to an RSS or Atom feed, and a simple, well-defined update notification, instead of major changes to the application where you create your messages.
  • Receiving messages only requires a developer to handle incoming notifications of updates.
  • Most of the system’s complexity is handled in the hub servers, which are well-documented, implementable  in a variety of programming languages, and built around open code that will likely attract a large developer community.
  • Most of the scaling effort and expense happens at the hub level, and all current hubs are designed to run on inexpensive cloud systems like Google App Engine or Amazon’s EC2.
  • The software required for Sending, Receiving or running a hub is free, open source and available on almost any platform.
  • The messages are delivered via HTTP, which is familiar to any web developer and runs well on any hosting environment where all the requests between the different layers of a Pushbutton system can be made as simple REST calls.
  • A pushbutton technology does not require a wholesale upgrade to infrastructure or application architecture. It can be adopted incrementally, so that features can be added piecemeal on either the sender or receiver side.

Pushbutton technologies are free, open and decentralized, meaning that the arrival of real time on the web will not be owned or controlled by any single company.
